Cyprus Citizenship — Time Away in the Last Year
Summary
To apply for Cyprus citizenship by naturalisation you must have lived in Cyprus legally and without a break for the 12 months right before you apply. Absences that add up to no more than 90 days do not break those 12 months. More than 90 days away does. You also need at least 7 years of legal residence in the 10 years before that, Greek at level B1 and other conditions. The rules date from 19 December 2023. The Ministry of Interior decides each application.
- Limit
- No more than 90 days outside Cyprus in total
- Period
- The 12 months immediately before the date you apply
- Longer requirement
- 7 years of legal residence in the 10 years before those 12 months
- Law
- Civil Registry Law, as amended in 2023, article 111B
- In force since
- 19 December 2023
- Run by
- Ministry of Interior of Cyprus
Who it applies to
- Foreign nationals who have lived in Cyprus for years and plan to apply for citizenship.
- Employees of foreign-interest companies in Cyprus who use the faster route for highly skilled staff.
- Family members of those employees who apply with them.
- People who travel often for work or family and are close to the date they want to apply.
- People who had a long stay abroad in the last year and want to know when they can apply.
The rule
The Civil Registry (Amendment) Law of 2023 came into force on 19 December 2023 and set new conditions for naturalisation. The Ministry of Interior lists them for adults. All must be met together.
Condition (a) is the one this tracker follows: legal and continuous residence for 12 months immediately before the date the application is filed. The Ministry adds that periods of absence that do not exceed a total of 90 days do not interrupt this period. So you may be outside Cyprus for up to 90 days in total during those 12 months, in one trip or in several.
Condition (b) looks further back: in the 10 years immediately before the 12-month period, you must have legal residence for periods that add up to at least 7 years. The other conditions are good character, sufficient Greek at level B1, sufficient knowledge of the basic elements of the political and social reality of Cyprus, suitable accommodation with stable and regular income that is enough for you and your family, and the intention to live in the Republic.
There is a second route under article 111B(2) for people who live in Cyprus for highly skilled employment in companies named in a Council of Ministers decision of 15 October 2021, and for their family members. The 12 months and the 90 days are the same. The longer period is shorter: according to the Ministry's information, 4 years of legal residence in the previous 10 years with Greek at level A2, or 3 years with Greek at level B1.
Residence must be legal. Time in Cyprus without a valid permit does not count, and the European Commission's summary of the law notes that entry and exit must not have been through illegal or closed ports and airports. Meeting the conditions lets you apply. It does not give a right to citizenship: the Ministry examines each file.
Why it exists
Citizenship is meant for people who have really made Cyprus their home. The seven years show a long tie, and the last 12 months show that you live in Cyprus now and did not move away before applying. The 90-day margin accepts that people take holidays, visit family and travel for work. The 2023 law also made the rules clearer and stricter than before, and gave a faster route to skilled workers that Cyprus wants to keep.
Counting the days
You count the days you were outside Cyprus during the 12 months that end on the day you file the application. The total must be 90 days or less. The law does not say how to treat travel days, so the careful way is to count every day that you were away for any part.
- Choose the date on which you plan to file the application.
- Go back 12 months from that date. This is the period that is checked.
- List every trip out of Cyprus inside the period, with the departure date and the return date.
- Count the days of each trip and add them up. If a trip started before the period, count only the days inside it.
- If the total is 90 or less, the 12 months are not interrupted. If it is more, move the filing date later until the 12 months before it hold 90 days or fewer.
- Check the other conditions before you file: 7 years of legal residence in the 10 years before, the Greek certificate, and the certificate on the political and social reality of Cyprus.

Examples
Three trips, 85 days away
Irina plans to apply on 1 October 2026, so her 12 months run from 1 October 2025 to 30 September 2026. She was away from 20 December 2025 to 8 January 2026 (20 days), from 1 to 30 April 2026 (30 days) and from 1 July to 4 August 2026 (35 days). The total is 85 days. This is not more than 90, so her 12 months of residence are not interrupted and she can file on 1 October if the other conditions are met.
One more trip takes her over
Suppose Irina also travels from 10 to 21 September 2026, which is 12 more days. Her total becomes 97 days, more than 90. On 1 October 2026 her last 12 months are interrupted. If she then stays in Cyprus, the December and January trip leaves the period over the winter. On 9 January 2027 the 12 months before hold only the April, July and September trips: 77 days. From that date the condition is met again.
Zero days away, but not enough years
Omar did not leave Cyprus at all in the 12 months before 1 June 2026. In the 10 years before those 12 months he has 6 years of legal residence, because he lived abroad for some years and one permit had expired for a time. The 90-day condition is met, but condition (b) asks for at least 7 years. He cannot apply yet under the general route.
Exceptions
- People in highly skilled employment in the named categories of companies, and their family members, need 4 or 3 years of legal residence in the previous 10 years, depending on their level of Greek, in place of 7.
- People who hold a school-leaving certificate from a recognised secondary school that teaches mainly in Greek, or a university degree taught in Greek, do not need the B1 certificate.
- Citizenship through marriage or civil partnership with a Cypriot citizen is a different application with its own conditions.
- Time in Cyprus without legal residence status does not count toward the 12 months or the 7 years.
- The knowledge test must be passed with a mark of at least 60 percent in the examination run by the Ministry of Education.
Common misconceptions
- “I can be away 90 days in every trip.”
- The 90 days are a total for the whole 12 months. All your trips in the period are added together.
- “The 90 days are counted per calendar year.”
- For the general route they are counted over the 12 months immediately before the date you apply, whatever the calendar year.
- “If I meet the day rule, I will get citizenship.”
- The day rule is one condition among seven. You also need the years of legal residence, the language level, the knowledge test, income, accommodation and good character, and the Ministry decides each case.
- “Seven years living in Cyprus is enough at any time.”
- The 7 years must fall in the 10 years before the last 12 months, and they must be years of legal residence. On top of them come the 12 continuous months.
Questions and answers
How many days can I be outside Cyprus before applying for citizenship?
Up to 90 days in total during the 12 months immediately before your application. More than 90 days interrupts the 12 months of continuous residence.
What happens if I was away for 91 days?
The 12-month period counts as interrupted, so the condition is not met on that filing date. You can wait and file later, once the 12 months before your new date hold 90 days of absence or fewer.
Do the day I leave and the day I return count as days away?
The law and the Ministry's guidance do not say. To be safe, treat both as days of absence when you plan, and keep a margin under 90.
Does the 90-day limit apply to the earlier 7 years as well?
No. The 90 days belong to the last 12 months. The earlier requirement is 7 years of legal residence in total within 10 years, and it is checked through your residence permits.
Where do I apply and what does it cost?
You file form M127 at the District Administration Office of your district. The Ministry lists a fee of 500 euros with the application and another 500 euros for the certificate of naturalisation if it is approved.
Do I need to speak Greek?
Yes. The general route asks for sufficient Greek at level B1, shown by a certificate from the Greek language examinations or from the School of Modern Greek of the University of Cyprus.
